  • Kabisig ng Kalahi was established in August 27, 2001 thru Special Order #352 series of 2001 to help in the fight against malnutrition. Kabisig provided the budget for its conceptualized program called Supplemental Feeding for Malnourished Children. Technical support was provided by assigned focal Social Worker Mr. Ricky Bunao, now a recognized high officer of DSWD Calabarzon. A 28 cycle menu of nutritious but low budget recipes was designed by the DSWD NCR Nutritionist with FNRI assist while Civic Values Formation modules were put in printed teaching documents by DSWD Central Office team that included Kabisig founder Victoria V. Wieneke. Organization, social preparation and monitoring were included in the pilot with full support of the LGU.

    The Task Force metamorphosed into a foundation when founder Victoria V. Wieneke organized a group of active capable volunteers wanting to give back and work for nation building. All Security Exchange Commission (SEC) requirements were done and Kabisig ng Kalahi Inc. became an NGO Foundation.

    True to its name, Kabisig is guided with the multi-sectoral approach. Partnership is forged with the (1) Private and Corporate Sector, (2) Business and Civic Organizations, (3) Government Agencies, (4) Other Non-Government Organizations, and (5) Poor Communities.

Our Founder


Vicky upon graduation launched a successful manufacturing business for fashion collections produced by famous designers.  For 30 years, this business thrived, with the help of her well-trained staff, and supported by big name department stores and outlets like Rustan, SM, Landmark etc. 

Outside of her secure contented life, Vicky felt a sharpened awareness of the less advantaged in the neighborhood and the desire to help them improve their lives and renew her focus.  This awakening occurred amid the protest years of 2001 (which lasted until 2007) against the government accused of plunder.  She felt that to protest in the streets was not useful as doing something actively to help those who were suffering, especially the children who were hungry, mired in poverty and had little care about politics or government issues. Her thoughts turned to how she could help the poor who were not as lucky to survive and thrive.   Other like-minded groups also felt the need to alleviate the situation by carrying out practical actions like feeding the poor, especially children.  However, other than short term activities, Vicky wanted a more organized structure that would empower the poor within a larger context of self-reliance.
